A Rights-Based Framework for Digital Assets

Strategy Chairman Michael Saylor (@saylor) is calling on regulators and policymakers to adopt a "bill of digital rights" for the digital economy. In an essay posted to X on Saturday, following an on-stage conversation at the Bitcoin Policy Institute's Freedom Tech DC summit, Saylor proposed that individuals and corporations be given five fundamental rights.

A useful framework for digital assets should establish five fundamental freedoms: the freedom to create new digital assets and to issue them to the market to finance business and productivity, the right to hold them or choose a custodian, the right to transfer them among people, companies, wallets and service providers, and finally to use them to spend, invest, earn income and borrow against digital assets.

He wrote that restricting the usefulness of an asset restricts its economic potential, and that the ambition should be to enable 10 million new companies to raise capital in the coming years.

Digital Dollars and the AI Economy

Saylor argued that an age of AI can increase production, but it needs better money and capital markets to realize its full potential. As part of that vision, he called for digital dollars to compete on yield and transaction speed, and he wants banks allowed to custody Bitcoin and lend against it, insurers permitted to hold digital capital, and a review of rules such as the Basel framework's 1,250% risk weight, which he argues is far harsher than the actual risk warrants.

Saylor's "bill of digital rights" is framed as an alternative to restricting digital assets, emphasizing how owner control drives real economic value. His argument aims to provide cheaper capital and freer money, which he claims a productive, AI-driven economy will stall without.

He also called for the SEC, CFTC, Treasury, and White House to remove unnecessary barriers and create clearer pathways for digital-asset products.
