<h2 id="emmer-puts-pressure-on-the-senate">Emmer Puts Pressure on the Senate</h2>House Majority Whip Tom Emmer is calling on the Senate to act on the Digital Asset Market Clarity Act, better known as the CLARITY Act, warning that the upper chamber is now the only thing standing between the crypto industry and a long-awaited federal regulatory framework."Rep. It is the most comprehensive piece of crypto regulation ever to pass one chamber of the United States Congress, clearing the House on July 17, 2025, with a 294-134 vote.<h2 id="what-the-bill-does-and-where-it-stands">What the Bill Does and Where It Stands</h2>The bill's core mission is to determine which federal agency governs digital assets. Right now, the SEC and the CFTC have overlapping and sometimes contradictory claims over the crypto market. The CLARITY Act draws a clear line between the two agencies' jurisdictions.On May 14, 2026, the Senate Banking Committee advanced the CLARITY Act by a vote of 15 to 9. However, the bill still faces a difficult road. It needs to pass the full Senate, and reconciliation between the House and Senate versions could introduce further changes. The gap between the House's 294-134 margin and the Senate committee's 15-9 vote suggests the upper chamber will be a tougher audience.The bill also faces a tight timeline. The Senate adjourned for its August recess without holding a floor vote, though Senate Majority Leader John Thune filed a cloture motion just before the recess, setting up a procedural vote for September 15, 2026. That cloture vote requires a 60-vote supermajority to clear debate and move the bill forward. If it fails, the legislation's prospects for 2026 grow increasingly uncertain.Emmer has predicted Congress will ultimately send the legislation to President Trump's desk.
