It is part of a broader effort to reform the taxation of retail investment.</p><p>Crypto assets and derivatives are specifically outside the account’s scope. The government’s position is that these are highly complex and risky products, as outlined in coverage of the roadmap by the <a href="https://www.ifsc.ie/news/tanaiste-simon-harris-publishes-roadmap-for-the-taxation-of-retail-investment" rel="noopener noreferrer nofollow">Irish Financial Services Centre</a>.</p><p>That distinction matters because the Investment Account is being framed as a route for ordinary savers to hold qualifying financial products under a different tax treatment. It is not a general wrapper for all investment assets, even where those assets are available to retail buyers elsewhere.</p><h2 id="etfs-listed-securities-and-regulated-market-instruments-are-in-scope">ETFs, listed securities and regulated-market instruments are in scope</h2><p>Expected eligible assets include listed shares, listed bonds, financial instruments traded on regulated markets and retail investment funds, including exchange-traded funds. <a href="https://www.bdo.ie/en-gb/insights/2026/roadmap-for-the-taxation-of-retail-investment" rel="noopener noreferrer nofollow">BDO Ireland</a> said these categories form the anticipated investment universe for the new account.</p><p>The proposed structure therefore favours securities and funds within established regulated-market channels. <a href="https://cryptodaily.co.uk/stocks-glossary/etf-definition" rel="noopener noreferrer nofollow">ETFs</a> are notable for providing retail exposure to a range of markets through a fund format, although the roadmap’s eligibility approach does not extend that treatment to crypto assets themselves.</p><p>With no additional product-level terms provided in the available roadmap details, the account’s practical appeal will depend on both the broad asset categories and the tax and contribution rules still to be announced.</p><h2 id="tax-treatment-is-the-account-s-central-retail-incentive">Tax treatment is the account’s central retail incentive</h2><p>Investments held within the new account will sit outside Ireland’s existing investment-tax regime, including the <a href="https://cryptodaily.co.uk/stocks-glossary/capital-gains-tax-definition" rel="noopener noreferrer nofollow">eight-year deemed-disposal rule</a>. The Investment Account roadmap, as currently outlined, does not create a separate tax channel for crypto investors.</p><p>The difference is structural rather than simply a matter of which assets an investor may prefer. A qualifying ETF or listed security could be held within the planned account, while a crypto asset could not, leaving each category subject to its respective treatment under the proposed and existing systems.</p><h2 id="budget-2027-must-set-the-account-s-usable-limits">Budget 2027 must set the account’s usable limits</h2><p>The account is expected to be available to Irish tax residents aged 18 or older who have a PPS number. Each person will be allowed one account, according to <a href="https://www.irishtimes.com/politics/2026/08/30/investment-tax-changes-imminent-as-details-of-state-savings-scheme-due-this-week/" rel="noopener noreferrer nofollow">The Irish Times</a>.</p><p>Key terms have yet to be fixed: the tax-free threshold, a flat tax rate and an annual contribution limit are scheduled to be announced with Budget 2027 on October 6, 2026. Those decisions will determine how much value the account provides to retail investors once it is launched in 2027.</p><p>For now, the roadmap establishes the policy boundary.
