<p style="text-align: justify">Criminal networks operating across Southeast Asia and the broader Asia Pacific region stole between $88.3 billion and $114.1 billion from victims in 2025, with a significant portion of those proceeds moving through crypto channels, according to data released by the United Nations Office on Drugs and Crime (UNODC) this week.</p><h2 id="the-transformation-of-transnational-scam-networks">The transformation of transnational scam networks</h2><p style="text-align: justify">UNODC detailed that Southeast Asia’s illicit groups, once confined to specific territories and single criminal specialties, have fused their operations into a complex, multinational network. These syndicates now pool resources and offer each other specialized illicit services through interconnected infrastructures. Their activities encompass money laundering, fraud, human trafficking, and data theft, all managed as separate but integrated divisions.</p><p style="text-align: justify">Delphine Schantz, UNODC’s regional representative for Southeast Asia and the Pacific, likened the operational model to “corporate franchising,” emphasizing how seamlessly these criminal groups have adopted business structures traditionally seen in legitimate enterprises.</p><blockquote><p>Schantz pointed out that losses attributed to scam networks have now surpassed the gross domestic product (GDP) of several countries in the region, underlining the scale and organization of this criminal industry.</p></blockquote><p style="text-align: justify">UNODC estimates for 2025 place illicit proceeds at least three times higher than the $18 billion to $37 billion range recorded in 2023. The agency attributed this dramatic surge to rapid expansion and growing sophistication among organized crime syndicates. A frequently used method, known as “pig butchering,” involves cultivating relationships with victims online before defrauding them of significant sums. Funds stolen through these tactics are often laundered using blockchain-based techniques.</p><p style="text-align: justify">According to the UN report, cryptocurrencies are not merely tools for moving funds but integral to the overall criminal ecosystem. In addition to scams and frauds, proceeds from methamphetamine trafficking, child exploitation, and real estate investments are routinely cycled through crypto channels. Criminals exploit established trade routes while leveraging anonymity features of various blockchain platforms.</p><blockquote><p>UNODC emphasized that conventional law enforcement strategies such as physical raids have had limited success, as criminal operations persist and adapt even after key figures are apprehended or extradited.</p></blockquote><p style="text-align: justify">Recent enforcement efforts have resulted in the extradition of several alleged syndicate leaders from Cambodia to China. This follows coordinated actions by the United States and United Kingdom, which imposed sanctions on entities tied to the illegal operations.</p><p style="text-align: justify">Despite arrests and extraditions, many scam centers remain active. Schantz cautioned that distinguishing between trafficked workers and those who depart with training in illicit techniques is increasingly difficult. Returning individuals have been linked to the expansion of similar networks across Africa and the Balkans.</p><p style="text-align: justify">UNODC called for intensified and specialized police training to track, freeze, and seize proceeds of crime on blockchain platforms. INTERPOL’s operation First Light 2026, conducted from January to April, coordinated investigative efforts across 97 countries.</p><h2 id="enforcement-results-and-ongoing-challenges">Enforcement results and ongoing challenges</h2><p style="text-align: justify">Global police efforts recently led to the arrest of 5,811 individuals and the freezing of $293 million linked to these scam activities.
