With the U.S. Senate preparing to consider the CLARITY Act, expectations are rising across the digital asset industry over what the legislation could mean for cryptocurrencies that focus on real-world utility.
Crypto commentator X Finance Bull has presented the upcoming vote as a defining moment for assets such as XRP, XLM, and HBAR, suggesting that years of regulatory uncertainty may soon come to an end.
X Finance Bull explained on X that many of the biggest hurdles facing utility-focused cryptocurrencies have repeatedly been linked to the absence of clear regulations.
He pointed to issues including institutional custody, exchange-traded fund approvals, and bank adoption, noting that calls for greater legal clarity have often delayed these developments. He believes that justification could disappear if the Senate approves the CLARITY Act.

Utility Tokens Could Receive Different Regulatory Treatment

X Finance Bull focused on the merged version of the legislation, highlighting its proposed distinction between qualifying digital commodities and investment contracts. He explained that qualifying tokens would fall under the oversight of the Commodity Futures Trading Commission, while the Securities and Exchange Commission would continue regulating investment contracts.
He described the proposal as an important step because it recognizes the functional role of blockchain networks rather than treating every digital asset under a single regulatory approach. In his view, assets that facilitate transactions and power decentralized networks would finally receive regulatory treatment that reflects their intended use.
The commentator also reflected on the experiences of long-term holders of XRP, XLM, HBAR, and similar assets. He noted that many investors remained committed to legal disputes, exchange delistings, and prolonged uncertainty because they believed clear regulations would eventually support wider adoption of utility-focused blockchain networks.

Ripple, Stellar, and Hedera Highlighted as Potential Beneficiaries

X Finance Bull identified Ripple, Stellar, and Hedera as projects that could benefit early if the legislation advances. He emphasized that these networks combine real-world transaction activity with American origins, while XRP, XLM, and HBAR serve as the native assets powering their respective ecosystems.
He encouraged investors not to panic during the current market environment, maintaining that the period many holders have anticipated could be approaching. He closed his message by expressing confidence that a significant market move may follow once regulatory clarity becomes a reality.

A video attached to the post featured comments from Representative Bryan Steil’s July 17, 2026, press release supporting the CLARITY Act. During opening remarks prepared for a House Financial Services Subcommittee field hearing, Steil described the legislation as an opportunity to establish a clear regulatory framework for digital assets while strengthening America’s leadership in financial innovation.
Steil connected the proposed legislation to previous moments in U.S. financial history when Congress introduced new regulatory structures to support emerging markets.
He also stressed that lawmakers have spent nearly a decade developing digital asset legislation designed to replace regulation through enforcement with a clear set of rules. As the Senate prepares to consider the bill, Steil urged lawmakers to approve the CLARITY Act, presenting it as the next step in supporting innovation while providing greater certainty for the digital asset industry.
