France has ordered internet service providers to block access to Polymarket, escalating a long-running enforcement campaign against the prediction market just three days before the 2026 FIFA World Cup final. The move, which France's gambling regulator ANJ says is needed because Polymarket promotes illegal gambling services, lands at the peak of demand for event-driven wagering.

What France ordered and why Polymarket is being targeted

On July 16, 2026, the president of France's gambling regulator ANJ ordered the country's internet service providers to block access to the Polymarket website, saying the platform promotes illegal gambling services in France. For related coverage, see France Blocks Polymarket Over Gambling, Manipulation Risks.

The order marks a shift from indirect to direct enforcement. ANJ said the earlier geoblocking and financial-transaction restrictions imposed after its November 2024 intervention were being circumvented in practice, prompting the regulator to instruct ISPs to cut off access outright.

The timing is notable: the block order arrived on July 16, three days before the World Cup final scheduled for Sunday, July 19, 2026, between Argentina and Spain. Neither ANJ nor wire reporting explicitly named the final as the trigger, so the supported reading is one of proximity rather than stated cause.

Key takeaway 1: ANJ ordered French ISPs to block Polymarket on July 16, 2026, calling it an illegal gambling service.

Key takeaway 2: The order escalates enforcement after earlier geoblocking and payment restrictions were bypassed.

Key takeaway 3: It landed three days before the July 19 World Cup final, a peak moment for event betting.

This is the latest step in a documented chronology. France's gambling regulator first pushed Polymarket into France geoblocking after examining the site and contacting operator ADVENTURE ONE QSS INC. in late 2024, then classified prediction-market sites as illegal gambling in February 2026.

Major sporting finals sharply increase traffic to betting and prediction platforms, and ANJ's own figures show Polymarket's French audience was already large. The regulator said Polymarket recorded 578,751 visits from France in June 2026, the month before the block.

Behind those visits sat 205,057 unique visitors from France in June 2026, a figure ANJ used to argue that its prior restrictions were being routinely bypassed by users.

Polymarket sits at the intersection of event speculation and crypto infrastructure, which distinguishes it from a traditional sportsbook. It frames wagers as tradable outcome contracts rather than fixed-odds bets, a structure that has drawn regulators as the platform moves to expand into new product formats like parlay contracts.

ANJ also raised integrity concerns tied to that peak-demand window. The regulator said some bets appeared rigged, cited a May 4, 2026 cybercrime investigation linked to weather bets, and said the platform lacked a KYC-based identity-verification system for French and European users.

What the block could mean for users, Polymarket, and crypto regulation

If ISPs enforce the order, users in France face direct access restrictions rather than the payment and geo hurdles they could previously route around. That is the practical difference between the 2024 measures and the current directive.

The action adds reputational and operational pressure on Polymarket as scrutiny of cross-border prediction markets widens. France's move echoes a parallel case in which Spain blocked Kalshi and Polymarket over gambling-law violations, pointing to a coordinated European pattern.

Reuters reported on July 17, 2026 that the regulator cited risks of significant gambling losses and possible manipulation in telling providers to block the platform, and warned that promoting unauthorized betting services can carry a 100,000 euro fine. No public Polymarket response was located in the available evidence.

The case reads less as a broad crypto shock than as a targeted gambling-enforcement action, though it feeds a wider debate over national controls on crypto-linked markets, a debate Polymarket itself tracks through contracts such as its odds on U.S. CLARITY Act passage.
