You try to check an election market on Polymarket from Paris and hit a dead page. Not a wallet error. Your ISP just closed the door.

That’s because France’s gambling regulator ordered internet providers to block the site at the network level, turning a policy debate into a blunt technical filter. The Czech Republic is moving in parallel.

This isn’t a one-off. It’s part of a coordinated push to treat event contracts like banned binary options for retail and to route around crypto front-ends via ISPs.

What France just did and why it matters

On July 16, 2026, the president of France’s gambling authority, ANJ, instructed French ISPs to block access to Polymarket’s website. The step targets the gateway users click, not the smart contracts underneath, and it lands a few days after Prague took a similar tack.

On July 13, 2026, the Czech Ministry of Finance added Polymarket to its official “List of Unauthorized Internet Games,” starting a 15‑day clock for local ISPs to implement domain blocking under Czech law. Those are practical levers: if you can’t reach the front-end, you can’t place a bet or even check pricing without workarounds.

Regulators aren’t arguing about on-chain semantics here; they’re using the tools they already control — gambling laws and ISP orders — to cut retail access fast.

There’s EU-level context too. On July 3, 2026, ESMA reminded firms and national authorities that event contracts with binary pay-outs can fall under existing national bans on binary options for retail. That creates a simple legal bridge for quick enforcement at the country level.

Where the pressure is coming from

Three distinct actions, same direction of travel:

Jurisdiction/Body Action Legal hook Timeline Scope France — ANJ Ordered ISPs to block Polymarket National gambling oversight powers July 16, 2026 ISP-level access in France Czech Republic — Ministry of Finance Added Polymarket to blacklist Blocking of unauthorized internet games July 13, 2026 (15 days to implement) ISP-level access in Czechia EU — ESMA Public statement on event contracts Application of national binary options measures July 3, 2026 Guidance to all EU NCAs and firms

France: from policy to pipes

The ANJ instruction to block Polymarket hits the front door: ISPs. It’s a fast way to curb reach without getting entangled in smart contracts or offshore entities. The order is public via the regulator’s channels Autorité nationale des jeux (ANJ).

Czechia: a formal list with a deadline

The Czech Ministry of Finance published a fresh entry for Polymarket on its list of unauthorized internet games, setting a 15‑day implementation window for ISPs to block the domain Czech Ministry of Finance (mf.gov.cz). It’s the same playbook, just written into gambling law.

ESMA: the binary options bridge

ESMA’s statement isn’t a ban. It’s a memo that says, in effect, if your event contract looks like a binary option then all those national product-intervention bans on binaries probably apply to you too. That’s what gives national regulators a legal path to move quickly European Securities and Markets Authority (ESMA) — Public Statement.

How ISP blocking rolls out in practice

The move against Polymarket isn’t a courtroom epic. It’s procedural. Here’s the typical flow when a regulator leans on ISPs.

A regulator issues a formal instruction or lists a site on a blocking register (France’s ANJ order; Czechia’s blacklist entry).

ISPs receive notice and update DNS filtering, IP routing, or HTTP(S) blocking rules for the named domains.

Traffic from local users to those domains gets intercepted or black-holed. Depending on the method, the block may be shallow (DNS) or deeper (IP/URL).

Sites sometimes switch domains or front-ends; regulators may update lists or expand blocks. ISPs iterate.

Users adopt workarounds like alternative DNS or VPNs, which might violate terms or laws depending on the country.

France’s likely methods

France has used DNS and IP-level blocks in the past for gambling and copyright actions. Expect similar techniques here: DNS poisoning to reroute requests, or IP blocking if Polymarket stays on a stable set of addresses. Encrypted SNI and CDN use can complicate URL-level hits, but regulators generally don’t need surgical precision — just enough friction to drop retail usage.

Czech implementation window

The Czech list sets a clear deadline: 15 days from July 13, 2026. ISPs there tend to block by domain and, if necessary, by IP ranges. If Polymarket rotates front-ends, the registry can be updated, and ISPs refresh their rules.

Prediction markets run into old rules

Event markets look new. Legally, most of the hooks are old.

Binary options baggage

ESMA’s July statement makes the connection explicit: if a product settles in a binary fashion and can be classed as a financial instrument, it likely sits inside the same retail prohibition zone that EU countries applied to binary options years ago ESMA — Public Statement. That creates a short path for local regulators to say no, even if the product is framed as “information markets.”

Gambling vs. securities vs. derivatives

National agencies don’t need to solve the global taxonomy problem to act. If a market smells like betting on outcomes, gambling laws kick in. If it smells like a binary payoff on a financial event, securities and product-intervention rules are nearby. Either way, for retail access, the default stance in much of the EU is prohibition or heavy licensing hurdles.

Crypto front-ends as the choke point

Polymarket uses blockchain rails, but most users interact through a web interface. That’s the soft underbelly. Shutting the door at the ISP or DNS level is quicker than litigating on-chain contracts, and it pushes platforms into a familiar choose-your-adventure: geofence harder, register or partner locally, or accept a shrinking addressable market in blocked regions.

Volume is surging anyway, which complicates the picture

Here’s the awkward twist. Even as enforcement tightens, volumes are exploding. Industry data compiled by The Block shows combined monthly trading volume across Kalshi, Polymarket, and Polymarket US rose 75% month over month to $44.8 billion in June 2026, up from $25.66 billion in May The Block (data/report).

Why users are flocking to event contracts

People want to trade real-world outcomes in a clean, one-click way. Elections, macro prints, crypto calendar moments — they’re intuitive. For some traders, it also feels like a hedge against narratives in social feeds. A price on a question cuts through noise. That demand doesn’t vanish because a regulator posts a memo.

Liquidity meets legality

The more popular these markets get, the more they attract both liquidity and scrutiny. Platforms want to preserve order books and spreads; regulators want to stop retail from accessing products they see as harmful or unlicensed. That tension is why ISP blocks are showing up: they’re a broad-brush tool that can scale faster than bespoke compliance paths.

What this means for users, builders, and the European market

For users in France and Czechia

Expect friction first, not clarity. You may see intermittent access as ISPs roll out blocks and sites change domains. Some users will try VPNs or alternative DNS; that carries its own legal and account-risk questions. If a platform updates its geofencing, expect stricter KYC or IP checks for EU IPs.

For platforms

You’ve basically got three paths: lean into geofencing and keep the front-end up elsewhere; seek a licensing or registration route in targeted EU markets (hard if products map to binary options bans); or pivot product design toward non-binary structures and information tools that keep you outside those measures. None of these is painless.

For ISPs

ISPs become de facto gatekeepers. They’ll need to maintain blocklists, respond to regulator updates, and field customer complaints. Expect uneven implementation at first, then standardization as orders pile up.

For policy

ESMA’s note effectively green-lights national action for binary-style event contracts. Unless there’s a carve-out or a bespoke authorization framework, retail access in the EU will likely get tighter before it gets clearer. The current moves don’t resolve the deeper question — are these prediction venues public-interest tools or high-risk retail derivatives? — but they do pick a short-term answer: block access and discuss taxonomy later.

Risks & what could go wrong

Overblocking: ISP rules may catch collateral domains or CDN edges, disrupting unrelated services.

Fragmented liquidity: if EU users drop off, spreads could widen on certain markets and time zones.

Whack‑a‑mole escalation: rapid domain rotation can push regulators toward broader IP range blocks, raising the stakes.

User security tradeoffs: chasing mirrors and workarounds increases phishing and scam risk.

Regulatory spillover: other EU countries may replicate France/Czech steps, compounding access issues.

Legal uncertainty: unclear classification of event contracts keeps platforms in a gray zone, limiting compliance pathways.

Frequently Asked Questions

Is Polymarket illegal in France now?

The ANJ instructed French ISPs to block access to Polymarket’s site. That targets availability, not necessarily a final legal ruling on every product. Practically, retail users in France will face blocking at the network level while the order stands.

What exactly did the Czech Republic do?

The Ministry of Finance added Polymarket to its “List of Unauthorized Internet Games,” triggering a 15‑day window for ISPs to block access under Czech gambling law. The listing is public and operational rather than theoretical.

How does ESMA’s statement affect me as a trader?

ESMA reminded authorities that binary-style event contracts can fall under existing national bans on binary options for retail. That makes it easier for your country’s regulator to justify blocking or restricting platforms offering those markets.

Will VPNs bypass the new blocks?

VPNs can sometimes route around ISP blocks, but using them may breach platform terms or local laws. There’s also risk from phishing and fake mirror sites. Tread carefully and understand the consequences where you live.

Could other EU countries follow France and Czechia?

Yes. ESMA’s statement gives a common rationale, and ISP-level blocking is a proven, quick tool. More national authorities may replicate these steps if event markets keep scaling with retail users.

Are non-binary prediction markets safer from bans?

Maybe, but it depends on the design and local law. Moving away from strict yes/no payouts could help, yet products that still resemble betting or binary outcomes may attract the same scrutiny.

What happens to on-chain markets if the site is blocked?

Smart contracts don’t vanish, but most users rely on web front-ends. If the interface is blocked and geofencing tightens, effective access and liquidity can drop even if the contracts remain live.
