Global Digital Finance (GDF) and the International Swaps and Derivatives Association (ISDA) published a report on July 7, 2026, concluding that tokenized money market funds (TMMFs) can function as institutional collateral in the United States under existing law. The GDF-ISDA U.S. TMMF Working Group behind it drew more than 300 participants from over 120 firms, among them BlackRock, Citi, JPMorgan and Franklin Templeton, alongside derivatives clearers CME Group and ICE. Forty-eight of those firms ran live sandbox simulations coordinated by Ownera, testing how tokenized fund shares actually move as collateral rather than just modeling the idea on paper.

The three models differ in what counts as the legally authoritative record of ownership: a native blockchain ledger, a traditional book-entry registry mirrored on-chain, or a hybrid where the registry stays authoritative but a token tracks it in parallel.

The report checked TMMFs against ten separate legal and regulatory dimensions and found the structure holds up under all three major tokenization models, with only two gaps. Money market funds still can’t serve as variation margin for cleared derivatives, which remains cash-only, and the SEC hasn’t issued specific guidance on tokenized securities for uncleared initial margin, so the working group assumed they’re treated the same as conventional securities until told otherwise. Those ten dimensions cover things like settlement finality, custody control, insolvency treatment, and how each jurisdiction’s commercial code characterizes a tokenized share when a counterparty defaults.

Why No Single Chain Won

For years the digital asset industry argued over which blockchain would eventually dominate institutional finance. This report answers that question differently: it doesn’t pick one. The July 2026 US sandbox builds on a precursor GDF-ISDA assessment of the UK and EU markets from November 2025, which tested TMMFs moving across a genuinely mixed set of rails, including Ethereum, Canton, Polygon, Hedera, Stellar, Hyperledger Besu and the cash network Fnality. Amy Caruso, ISDA’s head of collateral initiatives, described the underlying problem plainly at the time: the current TMMF workflow carries operational risk that tokenization can reduce.

Connecting those separate networks depends on routing infrastructure operated by Ownera, built on the open FinP2P standard. It lets a traditional financial institution’s existing systems talk to public chains directly, so assets can move between different ledgers without anyone ripping out infrastructure that already works. The FinP2P routers Ownera operates now connect institutional back-office systems to at least seven distinct ledgers tested across the two sandbox rounds, from Ethereum and Hedera to Canton and Hyperledger Besu, without requiring any of the participating banks to migrate their core systems.

In derivatives and repo markets, counterparties must continuously post collateral to meet margin calls. Trillions of dollars sit parked in money market funds prized for their liquidity, but using those holdings as collateral today still means redeeming them for cash first, a step that introduces delay and operational cost on both sides of the trade.

TMMFs remove that step. Fund shares become tokens that change hands directly between counterparties, with no redemption in between. The fund keeps generating yield for its holder, and the token itself doubles as real-time collateral. The broader tokenized real-world asset market backs this up with real numbers: tokenized assets under management reached roughly $8.4 billion as of May 2026, nearly triple their 2024 level, and tokenized Treasury and money market products together now manage more than $15 billion on-chain, according to RWA.xyz data cited in a related GDF-ISDA survey. Hashnote’s USYC leads that segment with close to $3 billion, followed by BlackRock’s BUIDL near $2.9 billion and Franklin Templeton’s BENJI past the $1 billion mark.

A separate GDF-ISDA survey of more than 5,000 institutions found that only a third of firms consider today’s MMF collateral processes efficient, while 66% plan to launch a TMMF before the end of 2027 and 44% already expect to accept them as eligible collateral. Federated Hermes, a working group participant, launched a new fund in June 2026 built to hold reserve assets eligible under the GENIUS Act, with the firm saying it may add on-chain ownership records for future share classes

For a desk that runs repo or margin operations, the practical shift is timing risk, not yield: a TMMF doesn’t pay more than the underlying fund, but it removes the redemption window where a margin call and a fund’s settlement cycle can fall out of sync.

The CFTC Guidance That Made This Possible

Much of what made this July report possible was already unlocked at the regulator level seven months earlier. On December 8, 2025, then-Acting CFTC Chairman Caroline Pham launched the Digital Assets Pilot Program, issuing guidance that lets tokenized versions of already-eligible collateral, including Treasury securities and money market fund shares, qualify as derivatives margin under existing rules rather than waiting for new legislation. Pham framed the move bluntly: guardrails first, expansion later, backed by enhanced CFTC monitoring and reporting. The guidance also gave FCMs a defined path to accept bitcoin, ether and USDC as customer margin during an initial three-month pilot window, replacing a prior advisory that had effectively zeroed out digital assets for segregation purposes.

Industry reaction at the time framed it as removing a structural blocker rather than just a symbolic gesture. Circle president Heath Tarbert argued the shift would cut settlement-failure risk across nights, weekends and holidays, while Coinbase’s chief legal officer Paul Grewal called it the unlock the GENIUS Act was designed to enable. The CFTC followed up on March 20, 2026, with FAQs clarifying capital charges for firms holding these assets, including a 20% minimum charge on proprietary bitcoin and ether positions and a 2% charge on payment stablecoins, aligning the treatment with existing SEC broker-dealer standards.

The Regulatory Gaps and the IMF’s Warning

The report’s own bear case is regulatory, not competitive: money market funds still can’t serve as variation margin for cleared derivatives, and the SEC has issued no guidance on tokenized securities for uncleared initial margin, leaving both treated as ordinary securities until told otherwise.

That IMF caution matters here specifically because TMMFs and stablecoins draw on the same underlying logic. Tobias Adrian, the IMF’s financial counsellor, has described tokenization as a structural reallocation of trust within the financial system, since it strips out the settlement delays that normally give regulators a window to intervene before a liquidity problem spreads.

Why the CLARITY Act Is the Missing Piece

The report doesn’t stop at theory. GDF and ISDA are already positioning the working group’s output as the basis for production rollout, with the accompanying webinar featuring co-authors from Cleary Gottlieb, Federated Hermes, EY, Brown Brothers Harriman, Hogan Lovells and Cadwalader alongside GDF, ISDA and Ownera.

Analysts tracking the space point to the pending CLARITY Actas the next piece needed to convert the CFTC’s pilot-stage guardrails into a permanent framework, which would remove the current three-month reporting cycle FCMs operate under and give banks the durable safe harbor they need before committing large collateral pools to public ledgers on a permanent basis.

Until that happens, any bank moving size into this structure is still operating inside a three-month reporting window that could tighten, not a permanent rulebook – worth remembering before treating the CFTC’s guardrails as a finished framework.
