Circle has received final approval from the Office of the Comptroller of the Currency to establish a national trust bank in the United States, a regulatory milestone that positions the stablecoin issuer as one of the first crypto-native companies to operate under a federal banking charter.
The OCC's decision, confirmed through its corporate applications filing system, grants Circle the authority to establish a nationally chartered trust bank. Circle confirmed the approval in an official press release on July 10, 2026.
A national trust bank is a federally chartered institution authorized to hold and manage assets on behalf of clients under OCC oversight. Unlike a full-service commercial bank, a trust bank focuses on custody, fiduciary services, and asset management rather than lending or deposit-taking. For Circle, the issuer of USDC, operating under a national trust charter eliminates the patchwork of state-by-state licensing that most crypto firms rely on. A single federal charter provides a unified regulatory framework for operating across all 50 states. The approval strengthens Circle's institutional credibility at a time when the company has been expanding USDC's footprint. Circle has recently been minting significant volumes of USDC on Solana, signaling continued growth in stablecoin circulation. A regulated trust structure could support custody services, reserve management, and payments infrastructure, all under direct federal supervision. For institutional clients and counterparties, this provides a level of regulatory assurance that state money transmitter licenses do not offer.
Why the approval matters beyond Circle

Circle's charter represents one of the clearest examples of a crypto-native company fully integrating into the U.S. federal banking system. The move signals that regulators are willing to grant traditional banking privileges to digital asset firms that meet compliance standards.
Other stablecoin issuers and crypto infrastructure companies will be watching closely. The approval establishes a precedent for how digital asset firms can access federal banking rails, potentially encouraging similar applications from competitors.
The decision also arrives as Congress continues to debate stablecoin legislation. Circle's ability to secure a federal charter through existing OCC processes demonstrates that current regulatory frameworks can accommodate crypto firms, even as lawmakers consider new rules.
For the broader digital asset industry, the approval reinforces a shift toward compliance-driven growth. Companies that invest in regulatory infrastructure may find themselves better positioned than those operating in jurisdictions with less oversight, as early market reaction to the news was positive, with Circle's shares rising following the announcement.
