Coinbase named Luxembourg its European hub Wednesday, opening regulated access to 450 million people across 27 states, as rival Binance abandoned its Greek licensing bid.

The company secured its license under the bloc's Markets in Crypto-Assets framework from Luxembourg's Commission de Surveillance du Secteur Financier, shifting its European base from Ireland. Chief Policy Officer Faryar Shirzad opened the office alongside Finance Minister Gilles Roth. The new entity, registered as Coinbase Luxembourg S.A., makes the exchange the first US firm to win the country's approval.
A single authorization now lets it passport services across the bloc, sparing the firm from chasing separate national sign-offs in each market. Coinbase already held licenses in six member states, including Germany and France, and has traded on the Nasdaq since 2021, giving regulators years of audited filings.

Binance took the opposite path. The exchange withdrew its Greek application after regulators signaled a rejection, a reversal that left it off the official register its rivals now occupy. It had applied in January through a Greek subsidiary, then pulled the bid with the deadline days away, after talks with Ireland and Latvia also stalled.
Binance now plans to seek approval in another member state, and says it meets MiCA standards with roughly 1,500 compliance staff and more European users than any other exchange. Gillian Lynch, its head of Europe and the UK, insisted the firm is not leaving the region.

More than 230 firms have already cleared the rules and can keep serving EU users past the Jul. 1 cutoff, while unlicensed platforms must wind down across the bloc. Coinbase and rivals such as Kraken, eToro and OKX now sit on the approved register. Binance, the largest exchange by volume, does not.
The contrast shows how a regulatory record increasingly decides who keeps the bloc's passport before the deadline lands. Early movers gain a foothold across every member state, while latecomers risk losing access to the entire market.
That scrutiny traces back to 2023, when Binance pleaded guilty in the United States to money-laundering and sanctions violations. The exchange paid more than $4.3 billion, one of the largest corporate penalties in US history. Founder Changpeng Zhao resigned as chief executive, and that record has shadowed the firm's applications since.
