Shares of ASML tumbled 1.99% following a Bloomberg News disclosure revealing that Commerce Secretary Howard Lutnick held discussions with the company’s top executives about potential violations of semiconductor export restrictions. The central concern: whether one of ASML’s most sophisticated chipmaking tools illegally reached Chinese territory.

The discussions between Lutnick and <a href="https://coincentral.com/asml-stock-jumps-4-as-elon-musk-says-its-europes-best-company/" rel="noopener noreferrer nofollow">ASML</a> management centered on the company’s extreme ultraviolet lithography systems—commonly referred to as EUV machines. These represent the pinnacle of semiconductor manufacturing technology and face stringent international controls.
The Netherlands-based equipment manufacturer responded swiftly and decisively. According to a statement provided to Reuters via email, the company declared: “ASML has never shipped an EUV machine to China nor have we shipped to China any component, module or equipment specially designed to be used in an EUV machine.”
This categorical rejection leaves little room for interpretation.
The company further emphasized its commitment to regulatory compliance, stating it has “consistently adjusted its business to any development in export controls to comply to any new rules,” while dismissing all accusations of non-compliance regarding Chinese exports.
For context on scale: <a href="https://coincentral.com/asml-stock-edges-higher-us-scrutiny-china-chip-shipment-allegations/" rel="noopener noreferrer nofollow">ASML’s</a> cutting-edge EUV systems measure comparable to a school bus in size and tip the scales at 180 tons. Unauthorized transport of such equipment would present substantial logistical challenges.
<h3 id="washington-intensifies-semiconductor-export-restrictions">Washington Intensifies Semiconductor Export Restrictions</h3>
The United States has progressively strengthened its semiconductor export framework. Last April, lawmakers introduced legislation designed to compel allied nations to harmonize their export control policies with American standards—specifically targeting China’s advanced semiconductor production capabilities.
ASML’s technology was explicitly referenced in the proposed legislation, highlighting the Dutch manufacturer’s critical role in ongoing technological competition between global powers.
Neither the Commerce Department nor White House representatives provided immediate comment when Reuters reached out during off-hours.
<h3 id="beijing-s-domestic-euv-development-efforts">Beijing’s Domestic EUV Development Efforts</h3>
The broader context adds significance to these developments. Last December, Reuters documented that Chinese researchers successfully created a prototype EUV system, assembled by engineers with previous ASML experience.
Observers characterized this initiative as China’s semiconductor equivalent of the Manhattan Project—a comprehensive national effort to achieve self-sufficiency in advanced chip production without dependence on Western technology providers.
This development likely amplifies Washington’s apprehension. With China already pursuing indigenous EUV capabilities using former ASML expertise, concerns naturally arise about potential access to commercially produced equipment.
Bloomberg’s initial reporting did not specify how equipment might have entered Chinese territory or present concrete evidence of such a transfer. The story relied on unnamed sources with knowledge of the situation.
ASML’s Amsterdam-listed shares (ASML.AS) decreased 1.68% following the news, while the US-traded stock fell 1.99%.
The report surfaced on June 18, with Reuters subsequently corroborating key details through ASML’s official statement.
