Prediction markets face Senate pressure after gaming, tribal, and labor groups demanded a ban on sports and casino-style event contracts. The request was sent on June 16 as lawmakers reviewed the Digital Asset Market Clarity Act.
The coalition asked senators to add direct language stopping CFTC-registered platforms from offering contracts tied to sports, poker, blackjack, and similar wagering products.&nbsp;
The move targets platforms such as Polymarket and Kalshi, which have built real-money event contract businesses under federal oversight.

The signatories include the American Gaming Association, the Indian Gaming Association, and UNITE HERE. The labor union represents 300,000 hotel, gaming, and food-service workers across the United States and Canada.
The letter claims prediction markets have created a major gambling expansion without state approval, tribal consent, or full consumer safeguards. The groups said this growth happened over the past 18 months through event contracts listed outside traditional gaming systems.

The dispute centers on legal control. Gaming groups argue that sports betting belongs under state and tribal gaming laws. They say the Commodity Futures Trading Commission was created to oversee commodities and derivatives, not wagering.
The coalition said sports betting falls outside the <a href="https://www.turkishnyradio.com/cftc-sues-new-mexico-as-prediction-market-regulation-fight-reaches-new-level/" rel="noopener noreferrer nofollow">CFTC’s</a> role. It also argued that the agency lacks experience with underage access, betting integrity, problem-gambling controls, and casino-style consumer protections.
<h2 id="span-coalition-targets-sports-and-casino-contracts-span">Coalition Targets Sports And Casino Contracts</h2>
The Senate letter asks lawmakers to close what gaming groups see as a legal gap. The groups want the Clarity Act to block contracts linked to sporting events and athletic competitions.
They also want casino-style products barred. That includes poker, blackjack, and pure-chance games. The coalition said these products should not be allowed through financial-market registration.
<h2 id="span-tribal-gaming-groups-warn-on-sovereignty-span">Tribal Gaming Groups Warn On Sovereignty</h2>
The Indian Gaming Association raised concerns about tribal sovereignty. It warned that the Clarity Act could allow sports betting to move around tribal-state compact systems.
Those compacts govern where and how wagering can operate. The IGA argues that federal approval for prediction markets could weaken that structure. It wants Congress to preserve state and tribal gaming authority.
<h2 id="span-labor-union-frames-it-as-a-jobs-issue-span">Labor Union Frames It As A Jobs Issue</h2>
UNITE HERE framed the issue as a risk to workers. Its president, Gwen Mills, said gaming workers’ livelihoods are threatened when sports betting moves outside legal state and tribal systems.
That position gives the coalition a wider base. The dispute is no longer only about casinos or regulators. It also involves workers tied to hotels, gaming floors, and food-service jobs.
<h2 id="span-cftc-authority-comes-under-scrutiny-span">CFTC Authority Comes Under Scrutiny</h2>
Senator John Hickenlooper of Colorado also questioned the CFTC’s role. He said the agency has no experience regulating sports betting. He also warned about insider trading, market manipulation, predatory advertising, and financial instability.
The coalition used a similar argument. It said prediction markets should not be treated as derivatives platforms when they offer products that look like sports wagers.
<h2 id="span-clarity-act-faces-a-tight-path-span">Clarity Act Faces A Tight Path</h2>
The Clarity Act is already facing pressure in the Senate. It cleared the Senate Banking Committee in a 15-9 vote on May 18. Still, that vote did not settle the path to full passage.
Lawmakers must address ethics language, competing committee drafts, and the 60-vote threshold for cloture. The July 4 recess also leaves little time for senators to decide whether to add the gaming language.
<h2 id="span-schiff-curtis-bill-offers-another-route-span">Schiff-Curtis Bill Offers Another Route</h2>
Senators Adam Schiff and John Curtis introduced the Prediction Markets Are Gambling Act in March 2026. The bill would amend the Commodity Exchange Act and bar CFTC-registered entities from listing sports event contracts.
It would also block casino-style products. The measure supports the same legal framework sought by the AGA and IGA. It keeps sports betting under state and tribal gaming systems.

<h2 id="span-cftc-rulemaking-adds-urgency-span">CFTC Rulemaking Adds Urgency</h2>
The lobbying push followed early June CFTC rulemaking. That framework would allow some sports event contracts while banning markets tied to injuries, officiating calls, high-school athletics, and pure-chance games.
The proposal left some skill-influenced contracts open. That gap raised concern among gaming groups. They now want Congress to settle the matter through law.
<h2 id="span-conclusion-span">Conclusion</h2>
The Senate debate has turned prediction markets into a larger fight over gambling law, federal oversight, and tribal authority. The issue now sits inside a broader <a href="https://www.turkishnyradio.com/world-cup-prediction-markets-hit-2b-as-spain-and-france-lead-trader-odds/" rel="noopener noreferrer nofollow">crypto market structure bill</a>.
The outcome could decide whether sports event contracts remain under CFTC oversight or face a clear federal ban. It could also shape how future platforms combine finance, gaming, and real-money event trading.
