Senators have filed more than 100 amendments to a cryptocurrency regulation bill ahead of its scheduled Senate markup, signaling an intense round of negotiations over the measure's final shape.
The wave of amendments was filed before the Senate Banking Committee's planned markup session, <a href="https://cointelegraph.com/news/senators-file-over-100-amendments-to-crypto-bill-ahead-of-markup" rel="noopener noreferrer nofollow">CoinTelegraph reported</a>. A triple-digit amendment count points to broad interest, and likely deep disagreement, among lawmakers on how digital assets should be regulated at the federal level.
Senate Banking Committee Chairman Tim Scott had previously <a href="https://www.banking.senate.gov/newsroom/majority/chairman-scott-senators-lummis-tillis-release-market-structure-bill-text-ahead-of-banking-committee-markup" rel="noopener noreferrer nofollow">released the bill text</a> alongside Senators Cynthia Lummis and Thom Tillis ahead of the committee markup. The bill aims to establish a market structure framework for digital assets, a legislative priority that has stalled in prior congressional sessions.
<h2 id="why-the-senate-markup-stage-matters-for-this-crypto-bill">Why the Senate Markup Stage Matters for This Crypto Bill</h2>
Markup is the stage where committee members formally review, debate, and vote on changes to proposed legislation. For a crypto market structure bill carrying more than 100 amendments, the session could stretch across multiple days and reshape core provisions.
The volume of proposed changes suggests that significant portions of the bill remain contested. Amendments at the markup stage can alter everything from which federal agency oversees crypto spot markets to how stablecoins and decentralized finance protocols are classified.
If the bill clears committee with bipartisan support, it would advance to a full Senate floor vote. A fractured markup, on the other hand, could delay the measure entirely, much like previous attempts at comprehensive crypto legislation that stalled while <a rel="noopener noreferrer nofollow">major firms like Ripple continued expanding operations</a> under existing regulatory uncertainty.
<h2 id="what-crypto-industry-watchers-will-be-looking-for-next">What Crypto Industry Watchers Will Be Looking For Next</h2>
The immediate question is how many of those 100-plus amendments survive the markup process. Lawmakers typically introduce amendments ranging from minor technical fixes to wholesale rewrites of key sections, and the ratio between the two will determine whether the bill emerges largely intact or fundamentally changed.
Traders, crypto companies, and policy analysts will be watching for signals on provisions that could directly affect market operations. Areas of particular interest include the division of regulatory authority between the SEC and CFTC, token classification standards, and any new compliance requirements for exchanges and <a rel="noopener noreferrer nofollow">DeFi protocols navigating security concerns</a>.
The markup's outcome could also set the tone for related legislative efforts. The Senate has been simultaneously considering stablecoin-specific legislation, and the fate of the broader market structure bill may influence how aggressively lawmakers push on parallel crypto measures, including those that could affect <a rel="noopener noreferrer nofollow">platforms repositioning their business models</a> ahead of clearer rules.
For an industry that has operated largely under enforcement-driven regulation, a bill reaching the markup stage with this level of congressional engagement represents a concrete step toward statutory clarity.
