Google has entered into negotiations with the U.S. Department of Defense regarding the deployment of its Gemini AI models within classified military infrastructure, The Information reports, based on information from two sources familiar with the ongoing discussions.

The negotiations represent a significant pivot for Google, which has maintained considerable distance from defense sector contracts in recent years. In 2018, the tech giant faced substantial internal resistance when employees organized protests against its participation in Project Maven, a Pentagon initiative involving AI-powered drone technology. Google subsequently withdrew from that partnership.

The current negotiations suggest a modified strategy.

Under the framework being discussed, the Pentagon would gain access to Google’s artificial intelligence capabilities across various legitimate military functions. However, Google is insisting on specific contractual provisions that would prevent its AI from being deployed in domestic mass surveillance operations or in autonomous weapons platforms lacking adequate human oversight and control.

Protective Clauses Align With OpenAI Framework

The safeguards Google is advocating for closely resemble the terms OpenAI negotiated with the Pentagon in a deal finalized earlier this year. OpenAI CEO Sam Altman allegedly requested that the Defense Department extend equivalent terms to all artificial intelligence providers, establishing standardized conditions across the sector.

It remains uncertain whether Google’s requested protective measures will be incorporated into any finalized agreement. Discussions continue, and both Alphabet and the Pentagon have declined to provide official commentary.

The Pentagon’s pursuit of AI capabilities is gaining momentum. The current administration has directed military leadership to integrate artificial intelligence throughout operational frameworks to reduce expenses and enhance both administrative efficiency and strategic decision-making capabilities.

Securing an agreement with Google would strengthen Alphabet’s position within the government technology sector, where competition among AI firms for federal contracts has grown increasingly fierce.

Anthropic Controversy Provides Background

These negotiations unfold amid an unrelated conflict between the Pentagon and Anthropic. Earlier this year, Anthropic declined Pentagon requests to relax safety protocols governing its AI systems. In response, the Defense Department designated Anthropic as a supply chain liability, threatening the company’s existing government partnerships.

That confrontation underscored the inherent friction between AI safety protocols and military requirements for adaptable, unrestricted AI deployment.

Google’s emphasis on preemptive contractual language regarding surveillance and weaponization indicates an effort to address these challenges proactively, establishing protective boundaries from the outset rather than encountering the obstacles Anthropic faced.

President Trump has issued an executive order directing the Defense Department to rebrand as the Department of War, though this designation requires Congressional approval and remains unimplemented.

Alphabet’s Google (GOOGL) experienced a minor decline, dropping 0.08% at the time of publication.
