TerraClassicUSD

The question of whether USTC (TerraClassicUSD) can ever return to its $1 peg has divided the Terra Classic community for years. Many proposals emerged after the 2022 collapse — and most of them quietly failed, stalled, or were abandoned.
As of 2025/2026, one initiative stands out as the only active, structured, and community-driven repeg attempt still in motion: the Ceramic Repeg Plan, often referred to as the “Vampire Repeg.”
This article provides a clear, end-to-end explanation of how the plan works, what makes it different, and where the real risks lie.

What the Ceramic Repeg Plan Is — and What It Is Not

The Ceramic Repeg Plan is not an attempt to revive the old algorithmic UST model. It does not promise an instant repeg. And it is not backed by Terraform Labs (TFL).
Instead, it is a community-led mechanism designed to:

Gradually absorb value from existing USTC

Replace algorithmic assumptions with collateral logic

Transition into a new, over-collateralized stablecoin

The developer or team behind the plan operates under the name Ceramic, often associated with community figure Leonardo. The approach is intentionally modular, slow, and opt-in.

Why It’s Called a “Vampire” Repeg

The “vampire” metaphor is deliberate.
Rather than fixing USTC directly, the plan extracts value from USTC liquidity over time and migrates it into a new system with stronger economic guarantees.
Old USTC is not “saved.” It is used as fuel.
That distinction is crucial.

The Core Mechanism: Collateral Management Module (CMM)

At the heart of the plan is the Collateral Management Module (CMM).
CMM replaces algorithmic stabilization with explicit collateral rules:

USTC is locked as collateral

New tokens are minted against that collateral

Collateral Ratio (CR) must remain above 100%, with a target of 150%+

If CR drops below threshold → minting halts (lockout)

This design prioritizes survivability over speed.

Fee Allocation

Transaction fees inside the system are split as follows:

20% → LUNC burns

20% → Oracle & stability pools

60% → Buybacks

This directly links USTC activity to LUNC deflation.

Step One: USTR — The Transition Token

USTC holders do not move directly into the final stablecoin. They first convert into USTR, a transition token.
Key characteristics:

Early preregistration offers ~1:1 conversion

Later conversion ratios worsen (e.g. 2.5:1)

USTR absorbs volatility during migration

USTR holders benefit if USTC demand spikes

This mechanism incentivizes early commitment while discouraging last-minute speculation.

Step Two: UST1 — The New Stablecoin

The final target of the system is UST1, not USTC.
UST1 is designed as:

A $1-pegged stablecoin

Over-collateralized

Backed by yield-bearing assets

Capable of generating staking APY from collateral yield

Additional features include:

Strict supply caps

Real-time oracle pricing

Emergency “kill switch”

Planned multichain access via the CL8Y bridge

UST1 is economically and structurally separate from the original UST.

Burns, Caps, and Risk Controls

One of the strongest aspects of the Ceramic plan is its focus on risk containment.
Safeguards include:

Hard caps on minting

Supply limits for USTC and LUNC

Automated lockouts during stress

Oracles for real-time pricing

Emergency shutdown capability

The goal is simple: prevent death spirals before they begin.

Current Status (January 2026)

As of early 2026:

Preregistration launched in November 2025

Over 17 million USTC committed

Participation from 221 wallets

No forced migration

Referral-based onboarding (no paid marketing)

The CMM launch is targeted for Q4 2025 / Q1 2026, with acknowledged risk of delays.
A developer bounty exceeding $250,000 has been allocated to support implementation.

Criticism and Controversy

The plan is ambitious — and far from universally accepted.
Key criticisms include:

Repeg math may require billions in collateral

Major USTC holders (CEXs, TFL) are not committed

Non-participants risk dilution

High complexity increases execution risk

No guarantee of market trust or adoption

Some community members argue this is USTC’s last realistic attempt. Others see it as too complex to succeed.
Both views can be true.

Why the Plan Still Matters

Despite its risks, the Ceramic Repeg Plan matters because:

It is the only active repeg framework still progressing

It abandons algorithmic dogma

It aligns incentives between USTC, LUNC, and governance

It is fully community-driven

Even failure would provide valuable data for Terra Classic’s future.

Final Assessment

The Ceramic Repeg Plan is not a promise. It is an experiment.
Its success depends entirely on:

Community adoption

Collateral accumulation

Technical execution

Market trust

If these align, UST1 could emerge as a functional stablecoin. If they don’t, USTC remains a legacy asset.
No shortcuts. No guarantees. Only mechanism and choice.
Do your own research.
