<a href="https://www.reuters.com/world/uk/uk-fraud-office-launches-crypto-investigation-tied-basis-markets-collapse-2025-11-20/" rel="noopener noreferrer nofollow">1. <img src="https://s.w.org/images/core/emoji/16.0.1/72x72/26a0.png" alt="⚠" style="height: 1em; max-height: 1em;"> UK opens probe into $28M Basis Markets collapse</a>
What happened: The UK Serious Fraud Office launched an investigation into the failure of Basis Markets, a crypto-linked fund that reportedly lost $28M. Two individuals were arrested on allegations of fraud and money-laundering.
Why it matters: This isn’t a routine rug-pull — it’s a major enforcement signal. Large-scale probes like this often accelerate new rules for crypto fundraising, NFT-based financial products, and hedge-fund-style structures.

What happened: India’s central bank governor reiterated that cryptocurrencies and stablecoins pose systemic risks, while promoting India’s digital rupee (CBDC) as the safer alternative.
Why it matters: India is one of the world’s biggest retail crypto markets. Continued skepticism from the RBI means tougher rules could limit adoption — shifting momentum toward regulated digital currency instead of decentralized assets.

What happened: The Bank of England softened earlier strict proposals, allowing systemic stablecoins to hold up to 60% of reserves in UK government bonds — and up to 95% during scaling phases.
Why it matters: This move makes regulated stablecoins more viable while maintaining oversight. It signals the UK wants to stay competitive without triggering systemic risk — a notable pivot from earlier, harsher drafts.

What’s new: Hong Kong reaffirmed plans to regulate tokenisation, custody, exchanges, and stablecoin issuers under its SFC rulebook, positioning itself as a global digital-asset hub.
Why it matters: While the West focuses on enforcement, Hong Kong continues building infrastructure. This could attract major crypto firms and tokenisation projects — but also raises the compliance bar for entrants.
