Earlier this year, House Democrats unveiled the Modern Emoluments and Malfeasance Enforcement (MEME) Act, a bill designed to stop politicians from profiting through cryptocurrency. The legislation, introduced by California Representative Sam Liccardo, comes directly in response to the explosion — and subsequent collapse — of Donald Trump’s memecoin.
Launched in January, the Trump token skyrocketed to over $15 billion in market value before crashing dramatically. What began as a flashy success story quickly turned into another example of retail investors being left behind.

The proposed legislation casts a wide net. It would ban sitting presidents, vice presidents, members of Congress, cabinet officials, and even their spouses or dependent children from issuing, sponsoring, or endorsing any digital asset, security, or commodity.
Violations would carry criminal and civil penalties, ensuring that no public official could personally profit from crypto-related ventures. Rep. Liccardo said bluntly:
<blockquote>
 “The Trumps’ issuance of memecoins financially exploits the public for personal gain and raises the specter of insider trading.”
</blockquote>

Data paints a grim picture. According to CoinMarketCap, Trump’s memecoin has plunged over 82% from its peak, leaving roughly 813,000 wallets in the red. Collectively, investors have lost more than $2 billion, while the Trump Organization and partners reportedly pocketed $100 million in trading fees.
Retail investors, many of whom bought near the highs, saw their holdings evaporate — while early insiders and whales walked away with massive profits.
<h3 id="why-the-meme-act-won-t-pass-yet">Why the MEME Act Won’t Pass — Yet</h3>
Despite its bold language, the MEME Act is effectively dead on arrival. With Republicans controlling both the House and Senate, and showing little interest in policing Trump’s ventures, the bill’s prospects are nil for now.
Liccardo’s proposal does have about a dozen Democratic co-sponsors, but zero Republican support. Democrats acknowledge the bill is largely symbolic in this Congress — but it lays groundwork for potential action after the next election cycle.

The memecoin is only part of Trump’s growing footprint in crypto. Two Trump-affiliated entities, CIC Digital LLC and Fight Fight Fight LLC, reportedly control around 80% of the remaining token supply after the initial distribution.
More troubling, more than $324 million in transaction fees have flowed to wallets linked to the project’s creators — meaning the Trump family profits from every trade. Senator Elizabeth Warren warned that foreign actors could exploit this setup, writing:
<blockquote>
 “Anyone, including the leaders of hostile nations, can covertly buy these coins, raising the specter of untraceable foreign influence.”
</blockquote>
<h3 id="the-broader-problem-political-memecoins">The Broader Problem: Political Memecoins</h3>
Trump’s isn’t the only political crypto disaster. Leaders in the Central African Republic and Argentina have recently launched or endorsed similar tokens — both of which collapsed after insiders cashed out.
The pattern is clear: political tokens generate hype, attract retail investors, and end with heavy losses.
For Democrats, the MEME Act is an attempt at ethical reform. For Republicans, it’s political theater. And for the rest of the world, it’s a reminder that even in 2025, crypto remains a Wild West where influence and speculation collide.
