Battleground

Rare

China says its recent export curbs on rare earth elements are valid. Beijing claims the moves protect national security. It rejects the charge that the curbs are retaliation against U.S. tariffs. In fact, China argues that it does not seek a full-blown trade war, though it declares it is not afraid of one. Meanwhile, the U.S. under Trump has revived 100 % tariffs on Chinese goods—a sharp escalation in the confrontation.

China insists that licenses will still allow “legitimate” exports of rare earths for civilian use, while blocking dual-use or defense-related materials. It contends that the U.S. tariffs are hypocritical. The Chinese ministry calls U.S. “blacklisting” of firms and added port fees as damaging. Still, Beijing has avoided immediate counter-tariff retaliation, likely to keep space for negotiations.

Donald Trump has proposed applying a 100 % duty on Chinese imports starting November 1. The move follows China’s tougher restrictions on rare earth exports. The U.S. also plans stricter export controls on critical software. Markets reacted sharply, with major indexes falling on the announcement. Observers worry that this could shatter the fragile truce between the two powers.

Trump frames the tariffs as needed to counter China’s resource dominance. In his view, China uses rare earths as leverage in the tech and defense sectors. But critics argue the tariffs will hurt U.S. manufacturers and consumers. They warn of supply chain disruptions, especially in industries that depend on Chinese rare earth inputs. The stage is set for a sharper trade war escalation if China responds in kind.

Rare earth elements are vital to high-tech, green energy, and defense systems. China currently dominates mining, refining, and magnet production. Repeatedly, U.S. officials have flagged concern about overreliance on Chinese supply chains. In 2025, China expanded export licensing rules, especially for components tied to chips and military applications.

This gives China strategic leverage. It can slow or block shipments selectively. That leverage turns into a bargaining chip in the trade war with the U.S. Trump’s administration claims it has more cards to play. Vice President Vance recently said the U.S. holds stronger leverage—provided China remains “reasonable.” Yet building up a viable alternative supply chain will take years.

Beijing has openly warned the U.S. to back off on threats. It calls the proposed 100 % tariffs a “double standard” act. China rejects that it wants a trade ware but warns it will take “corresponding measures” if provoked. The Chinese foreign ministry again invites dialogue even as it signals readiness to hit back.

China claims the U.S. is escalating tensions by blacklisting firms, raising port fees, and imposing export controls. Beijing also launched antitrust scrutiny of U.S. firms like Qualcomm for non-disclosure in deals. It says China doesn’t want warfare in trade but will not yield under pressure. Thus, retaliation remains a live option.

We now enter a volatile phase. Trump’s aggressive tariff posture raises the risk of full retaliation from China. The rare earth front is likely to become the center of conflict. U.S. firms and defense contractors may face supply shocks. Meanwhile, political pressure in both countries may harden positions.

Diplomatic channels will matter more than ever. A Trump–Xi meeting could pause hostilities, but the window may narrow. Analysts see possible outcomes ranging from uneasy truces to open escalation. For now, the rare earth-tariff axis sets the tone of the U.S.–China confrontation. The world watches as two economic giants test how far tariffs and trade war tactics will go.
