The global <a href="https://news.todayq.com/bitcoin-price-surge-following-blackrocks-etf-amendment/" target="_blank" rel="noreferrer noopener">crypto market registered a recovery</a> on Tuesday after printing red indexes on the prior day. The cumulative digital asset market cap jumped by around 4% over the past 24 hours to regain the $1.61 trillion mark. However, this surge comes amid the development of Binance and CFTC settlement approval. CFTC CZ settlement approved 
The Commodity Futures Trading Commission (CFTC) in a release announced the approval of a settlement with Changpeng Zhao (CZ) and Binance Holdings Limited. It mentioned that the court entered a consent order of permanent injunction, civil monetary penalty, and equitable relief. 
According to the records, <a href="https://news.todayq.com/binance-hits-back-at-us-secs-notice-citing-procedural-flaws/" target="_blank" rel="noreferrer noopener">CZ and Binance</a> were found to have violated the Commodity Exchange Act (CEA) and CFTC regulations. However, the imposed penalties include a $150 million civil monetary penalty against former CEO personally. It added that Binance is obligated to pay a $1.35 billion penalty to the CFTC. 
CFTC alleged that under CZ’s direction, Binance solicited US customers for digital asset derivative transactions, violating its Terms of Use. The court found that Zhao and Binance were aware of U.S. regulatory requirements but chose to ignore them, actively concealing the presence of U.S. customers on the platform. 
It is important to note that the order requires Binance and CZ to make additional certifications. This includes not allowing existing sub-accounts to bypass compliance controls. However, after applying KYC policies and procedures to all existing sub-accounts, the crypto exchange will offboard every account that fails to meet compliance controls.&nbsp; 
It added that the order mandates Binance to implement a corporate governance structure. It will hold a Board of Directors with independent members, a Compliance Committee, and an Audit Committee. Market recovers 
The settlement approval didn’t affect the market as the crypto market volume jumped by 26.91%, totaling $64.74 billion in the last 24 hours. Glassnode data depicts that more than 92k traders have been liquidated in the last 24 hours. The total liquidation stands at $223.60 million. While the biggest single liquidation order was valued at $8.82 million. 
Simultaneously, U.S. stocks recorded gains on Monday as investors hold high expectations of interest rate cuts from the Federal Reserve in the coming year. The market reportedly anticipated a week of crucial economic data.&nbsp; 
Wall Street is extending its winning streak, building on seven straight weeks of gains, marking the S&amp;P 500’s longest weekly winning streak since 2017. The S&amp;P 500 is now approximately 1.2% shy of its all-time closing high.
