This important event is scheduled to take place around 11-10-2023 12:00 at an estimated block height of 15,774,234. While preparations are ongoing, users are advised to pay attention to the following: 
Suspension of Deposits and Withdrawals: 
Starting approximately 11-10-2023 11:00, deposits and withdrawals of tokens on the REI Network will be temporarily suspended. This precaution is necessary to facilitate a smooth transition during the upgrade process.

Once the upgraded network is stabilized, deposits and withdrawals for tokens on the REI Network will be reinstated. Users will be able to continue these transactions without any further announcement by Binance.
