A high-ranking member of the Russian parliament has called for the adoption of a legal framework to regulate cross-border cryptocurrency payments. His proposal comes after key regulators in Moscow stated that cryptocurrency should be permitted in overseas trading.
Anatoly Aksakov, head of the State Duma’s Financial Market Committee, believes that cross-border cryptocurrency settlements require a legislative framework. The Russian parliament’s lower house is slated to consider crypto-related draught legislation this fall. This includes a new bill “On Digital Currency,” in which Aksakov has been a prominent participant.
The call was issued by an influential member of Russia’s lower chamber of parliament. The call came after the Russian finance ministry and central bank decided earlier this week that, under the current circumstances, the country cannot function without cross-border cryptocurrency payments. Russia has been subjected to increasing Western sanctions as a result of its invasion of Ukraine.
Aksakov emphasized the importance of setting legal limitations for the usage of cryptocurrencies in cross-border settlements. He also highlighted the importance of ensuring that individuals who enter this market are identified by authorities.
“First and foremost, a legislative basis for a legal and transparent procedure is required.” At the same time, the deputy emphasized that “cryptocurrencies are not permitted as a form of payment in the Russian Federation.”
The Central Bank of Russia also stated that the development does not include the legalization of cryptocurrency payment or exchange transactions inside the country. In January, the monetary authority suggested a complete ban on domestic crypto operations such as issuance, trading, and mining.
Stablecoins have been considered as a possible alternative for sanctioned Russia. Deputy Finance Minister Alexey Moiseev announced that Moscow is collaborating with the governments of numerous friendly nations. The deal aims to build clearing platforms for international stablecoin settlements and attempts to eliminate the use of major fiat currencies such as the US dollar and the euro.
