As of October 21, 2026, Stellar news today is about Bell, Protocol 30, a Stellar network upgrade that heads to validator votes on November 3 (testnet) and November 23 (mainnet), both at 1700 UTC. The<a href="https://stellar.org/blog/developers/introducing-bell-protocol-30-on-stellar" rel="noopener noreferrer nofollow">Stellar Development Foundation</a> says it takes effect if validators approve.
<a href="https://www.coingabbar.com/en/crypto-news-today-october-21-bitcoin-ethereum-doodles-defi-cpi" rel="noopener noreferrer nofollow">Crypto news today</a> also carries a caveat: the release opens the door to quantum-resistant blockchain tools, yet it does not make the whole network post-quantum.
BuildOnStellar also covered this news in<a href="https://x.com/BuildOnStellar/status/2112624151643160580" rel="noopener noreferrer nofollow">its tweet on X</a>, saying the update gives smart contracts a way to serve many customers at once and puts a millisecond clock on the ledger as groundwork for faster closes.<img alt="Stellar Official Tweet" src="https://d3iuzwoiyg9qa8.cloudfront.net/webadmin/storage/public/commonEditerImage/IKO5i3zE6DrYbYkfpos2SCuEyM4V9Awt9tefL97i.png" width="300" height="372" title="Stellar Official Tweet">

It is the next network release, built to make smart accounts ready for businesses at scale. Here is the Stellar Bell upgrade explained through its three proposals:

<h2 id="span-span-style-font-size-16px-what-is-new-in-stellar-protocol-30-for-smart-contracts-span-span">What Is New in Stellar Protocol 30 for Smart Contracts?</h2>
This Stellar <a href="https://www.coingabbar.com/en/crypto-blogs-details/smart-contracts-blockchain-working-features" rel="noopener noreferrer nofollow">smart contracts</a> upgrade targets firms holding customer funds. A muxed contract address carries a 64-bit ID with a W prefix, so one contract can tell payments apart instead of needing one contract per customer.
<h2 id="span-span-style-font-size-16px-is-stellar-quantum-safe-after-bell-span-span">Is Stellar Quantum Safe After Bell?</h2>
Not entirely. Stellar post-quantum signatures explained:CAP-87<a href="https://github.com/stellar/stellar-protocol/blob/master/core/cap-0087.md" rel="noopener noreferrer nofollow">lets contracts verify </a>ML-DSA signatures, a NIST standard finalized in 2024.
A custom account can demand that post-quantum signature verification before spending. Network transaction signatures stay Ed25519, so the Stellar quantum resistant upgrade is partial for now.
<h2 id="span-span-style-font-size-16px-is-a-stellar-faster-block-time-upgrade-part-of-bell-span-span">Is a Stellar Faster Block Time Upgrade Part of Bell?</h2>
Not by itself. The Stellar millisecond ledger clock adds a millisecond ledger timestamp, while the old whole-second close time field stays.&nbsp;
<a href="https://www.coingabbar.com/en/stellar-protocol-28-upgrade-mainnet-launch-today-what-changes" rel="noopener noreferrer nofollow">Protocol 28 already</a> cut closes from about 5.7 seconds to 5 seconds in September, and Bell alone does not shorten that target.
A faster ledger close may follow in later changes.
<h2 id="span-span-style-font-size-16px-when-is-the-stellar-protocol-30-release-date-span-span">When Is the Stellar Protocol 30 Release Date?</h2>
The Stellar protocol upgrade date depends on approval, and the<a href="https://stellar.org/blog/developers/bell-protocol-30-upgrade-guide" rel="noopener noreferrer nofollow">official guide</a> says dates are subject to change.&nbsp;
Stellar validators vote at 1700 UTC on both days, which makes that the Stellar Protocol 30 date and time for each vote.

<h2 id="span-span-style-font-size-16px-expert-view-will-stellar-protocol-30-pump-xlm-span-span">Expert View: Will Stellar Protocol 30 Pump XLM?</h2>
Analysts following <a href="https://www.coingabbar.com/en/crypto-news-english" rel="noopener noreferrer nofollow">crypto news</a> may read the release as an infrastructure and security step, not a price trigger.&nbsp;
The announcement never mentions price, and any effect on Lumens (XLM) remains uncertain.
For XLM news today upgrade trackers, the nearer test is the November 3 testnet vote. Stellar news today will likely turn on that result.
