The Cardano blockchain has successfully initiated the first phase of its Chang hard fork, a pivotal upgrade that marks the transition to a decentralized governance model. 
This upgrade is part of Cardano’s broader “Voltaire” phase, which aims to empower ADA holders by enabling them to participate directly in the network’s governance through voting or delegation. 
The hard fork, which took place on September 1 at 21:44 UTC, ushers in what the project refers to as the “Conway ledger era.” 
With this upgrade, Cardano introduces on-chain participatory governance via CIP-1694, which allows ADA holders to either vote directly or delegate their votes to representatives. Additionally, the Chang upgrade establishes a constitutional committee and a new governance role for stake pool operators, which will be phased in over the next 90 days. 
According to the Cardano Foundation, the initial phase of the upgrade is designed to “ensure security and continuity during the governance bootstrapping phase.” The second phase, expected in 2025, will focus on further developing community-led governance initiatives and ratifying a final constitution. 
In addition to governance enhancements, the upgrade also introduces Plutus scripts for more advanced voting mechanisms, including decentralized autonomous organization (DAO) voting, as well as cryptographic and performance improvements for smart contracts. 
Despite the significance of the upgrade, ADA, Cardano’s native token, did not experience a price boost, falling by 2.4% on the day of the hard fork to trade at $0.333. In fact, ADA has seen a significant decline in market capitalization, having fallen out of the top ten cryptocurrencies as tokens like TRON’s TRX and Telegram’s Toncoin have gained ground. 
Reflecting on the progress of the Cardano ecosystem, co-founder Charles Hoskinson expressed optimism in a video posted on September 2, stating, “When I reflect back at where we started as an ecosystem, it was just an idea… We’ve grown tremendously throughout the years. Now, every holder of ADA stands shoulder to shoulder as equals, having a say in the future of this protocol and what it can achieve globally.”
