Pavel Durov, the founder and CEO of Telegram, was&nbsp;<a style="text-decoration:none" href="https://www.france24.com/en/live-news/20240825-telegram-chief-pavel-durov-arrested-at-french-airport" rel="noopener noreferrer nofollow">arrested</a> by French authorities at Le Bourget Airport, just north of Paris.&nbsp;
