These amendments follow the consultation paper published in January 2024.

Binance got its Virtual Asset Service Provider (VASP) license after co-founder Changpeng Zhao gave up his voting power in the exchange’s local entity. The Virtual Assets Regulatory Authority (VARA) required Zhao to surrender his voting power in Binance FZE, the Dubai-based unit, to grant the VASP license. Current CEO Richard Teng confirmed the license receipt but stated Zhao’s voting power surrender was “pure speculation.”

10-1-2022: Dubai allows crypto businesses to set up in a free zone
Dubai’s economic free zone, DMCC (<a href="https://dmcc.ae/" rel="noopener noreferrer nofollow">Dubai Multi Commodities Center</a>), now licenses businesses handling crypto assets. DMCC signed an agreement with the <a href="https://www.sca.gov.ae/en/home.aspx" rel="noopener noreferrer nofollow">Securities and Commodities Authority</a> (SCA) to regulate this. Licenses are issued by the DMCC Crypto Center after SCA screening, according to state news agency WAM.
