<p>Montenegro’s top justice official has privately stated that the country plans to send Do Kwon, the founder of Terra and crypto millionaire, to the U.S. to face charges instead of South Korea, according to individuals familiar with the matter.</p>
<p>Kwon, who has been in prison in the Balkan country since March, has become the focus of an international struggle, as both the U.S. and South Korea seek his extradition. Prosecutors from both countries want to prosecute Kwon for fraud and violations of securities laws related to the $40 billion collapse of TerraUSD and Luna cryptocurrencies in May 2022. Kwon is a South Korean citizen.</p>
<p>A month ago, the Montenegrin court approved Kwon’s extradition but left the decision on whether to send him to the U.S. or South Korea to Justice Minister Andrej Milovic.</p>
<p>Milovic has not yet announced his decision and is likely to wait until a decision is made on the last-ditch appeal filed by Kwon’s legal team against the court’s decision in the country.</p>
<h2 id="strong-developments-continue-in-terra-luna-classic-strong"><strong>Developments Continue in Terra Luna Classic</strong></h2>
<p>The Terra Luna Classic core developer announced the formation of the Terra Classic Coalition group to contribute to Terra Classic chain developments. The team will contribute expertise and opinions to most tasks on the Terra Classic chain without funding. However, some tasks, such as SDK updates, will require funding through a governance proposal from the community.</p>
<p>Vinh Nguyen, L1TF developer, shared a post on X revealing the Terra Classic Coalition, a group created by a team of significant community members including former L1TF developer Fragwuerdig, L1TF developer Gevik, developer StrathCole, and validator and creative Happy Catty Crypto.</p>
<p>Terra Classic Coalition aims to work without the limitations of daily meetings or a fixed roadmap and is entirely committed to advancing the chain. The team will develop proposals for the chain’s improvements and provide a strategic approach for it.</p>
<p>TCC supports the ‘payment per job’ model recently approved by the Terra Luna Classic community. More details about the implementation of the payment per job model will be proposed in the coming weeks.</p>
<p>Each member will work independently and contribute to the Terra Luna Classic ecosystem within their area of expertise. TCC will work voluntarily for most tasks but will need funding for projects such as SDK updates. Separate proposals will be submitted for any projects requiring funding.</p>
