Thailand's Securities and Exchange Commission is proposing a daily cap on stablecoin transfers of roughly $151K, part of a set of board-approved principles for supervising stablecoin activity through licensed digital asset operators. The measure remains a proposal, with public comments open until September 25, 2026, and no effective date announced.

The Thai SEC said its board approved the principles on September 3, 2026, and that the framework would undergo public consultation, according to the regulator's English release. The rules would govern stablecoin movements handled through licensed digital asset operators, not on-chain transfers generally.
What the proposed daily limit says

Crypto Briefing described the ceiling as roughly $151K. The proposal itself is denominated in baht, and no dated exchange rate was independently confirmed for that dollar figure, so treat the conversion as an approximation rather than a legal amount.
The underlying figure is a proposed inbound ceiling of 5 million baht per day, per person, per digital asset operator.

Customer ownership must be verified, and transfers must fit the customer’s income and financial position. Qualifying transfers between customer accounts through SEC-supervised operators complying with the Travel Rule are exempt from the value cap; the ownership requirement is separately stated.
A separate outbound ceiling of the same amount would apply on the same per day, per person, per operator basis. The SEC text does not describe a single combined inbound-plus-outbound daily allowance.

Proposal status

The SEC has proposed, not enacted, these limits. The fetched announcements describe principles slated for consultation and do not set an effective date for the stablecoin restrictions. The framework sits alongside other recent Thai crypto moves, including proposed retail Bitcoin and Ether ETF rules.

Who and what the proposed stablecoin cap would cover

Covered users, services and stablecoins

The principles apply to stablecoin transactions moving through licensed digital asset operators. The SEC flagged rising stablecoin volume and value, especially USDT, alongside concerns over money laundering, cybercrime and circumvention of international-transfer rules. Those are the regulator's stated concerns, not proof that stablecoin activity is broadly illicit.

USDT remains the dominant stablecoin by size, with a market cap near $183 billion and trading at about $1.00. That scale underlines why the SEC singled out the token, though the proposal does not name specific issuers or exchanges as targets.

How the daily cap would be calculated

Incoming and outgoing accounts or wallets must be verified as belonging to the customer, and the principles expressly prohibit deposits from another person's account and withdrawals to another person's account. That ownership rule mirrors a related SEC push around stablecoin transfers to own verified wallets.

Transfers must also be consistent with the customer's source of income and financial position, meaning the ceiling is not an unconditional entitlement for every user. The 5 million baht value cap does not apply to transfers between customer accounts through SEC-supervised operators when both operators comply with Travel Rule requirements; that waiver covers the value cap only, not the separately stated ownership requirement.

What remains to be confirmed about the proposal

Timeline and implementation details

The public consultation accepts comments until September 25, 2026, per the SEC's September 11 consultation notice. The same consultation also proposes a minimum transaction value of 3 million baht for off-platform services offered by digital asset brokers and dealers, situating the stablecoin cap within a broader overhaul of large off-platform trading.

SEC Secretary-General Pornanong Budsaratragoon said the SEC will conduct a public hearing with relevant parties in September 2026, the results of which will be used in further consideration of the revision of the rules. The SEC added that it developed the measures with the Bank of Thailand, the Thai Digital Asset Operators Trade Association and digital asset operators; participation does not amount to industry endorsement.

The supplied material does not establish when, or whether, the stablecoin proposal would take effect. A separate finalized Travel Rule cited in secondary reporting is a distinct measure and should not be read as this proposal's effective date. Watch the September 25 comment deadline and any post-hearing revisions for the next signals, much as market participants tracked Thailand's five-year zero capital gains tax as it moved from proposal to policy.
