<p>According to the CFPB, the bank’s approach was to create an intricate labyrinth of “unnecessary and burdensome hoops”. Customers were forced to jump through these procedural complexities just to report fraud, a process not mandated under the Truth in Lending Act. Such practices unduly obstructed consumers’ access to justice and financial security.</p>

<p>Citizens Bank’s transgressions were not confined to complicating the fraud reporting process. When unauthorized transactions and billing errors occurred, the bank allegedly did not refund all owed finance charges or fees to the customers, contrary to its obligation to do so. This deficiency in resolving disputes added to the financial hardships faced by the affected consumers.</p> 
<p>The bank, based in Rhode Island, also reportedly fell short in its communication obligations. Furthermore, the bank was accused of neglecting to disclose obligatory credit counseling information to callers on their dedicated toll-free line, further underscoring the need for regulatory oversight.</p>

<p>Rohit Chopra, the CFPB director, sent out a clear warning to other banking institutions in light of this case. As he stated, “Federal law provides important rights to credit cardholders when disputing transactions and resolving billing errors.” With outstanding credit card debt in the U.S. nearing the $1 trillion mark, the CFPB’s vigilance is poised to intensify.</p> 
<p>Though not admitting or denying the allegations in the settlement, Citizens Bank, a subsidiary of Citizens Financial Group, is one of the top 15 consumer banks in the U.S. The hefty fine will be directed towards the CFPB Civil Penalty Fund, designed to compensate eligible victims and support consumer education and financial literacy programs. This case serves as a stern reminder of the consequences of disregarding consumer rights and federal laws in the pursuit of profits.</p>
